You land, you turn off flight mode, and the phone does what it always does: it finds a network, names it on the lock screen, and fills the signal bars. Then nothing else happens. The map spins. A call fails with no explanation. The phone insists it is connected to something, and the something appears to be doing nothing at all.
Almost every version of this story comes back to one thing: the country you have arrived in has switched off a generation of mobile network your phone was quietly relying on. 4G was designed as a data network and had no native way to make a call. Why the Data Works and the Calls Do Not
This is the most confusing symptom, and the mechanism makes it ordinary. Data over 4G needs the phone to support the right radio band and the network to accept it. That is all. Voice over 4G needs something extra: the VoLTE feature must exist in the handset, be switched on, and be recognised by the network it is attached to. Any one of those three failing takes the calls away and leaves the browsing untouched.
Maps loading while a call refuses to connect is not two faults. It is one missing feature, and the half of your phone that does not need it carrying on as normal.
The third condition is the one nobody expects. Networks maintain lists of handset models they have tested and will accept for VoLTE. A phone can be capable in hardware, have the setting enabled, and still be refused by a network that has never heard of that exact model. It is an unglamorous administrative fact, and it explains a great many "but it works at home" complaints.
Full Bars and No Service
The signal indicator is one of the most misread things on a phone. It reports one narrow fact: how strongly the handset hears a transmitter. So a phone can show a strong signal and a network name while registered for emergency calls only, or accepted for data and refused for voice. Full bars mean the radio is working. They are not a receipt.

"Emergency calls only" on the screen is not a promise that emergency calls will work. A handset can display it while being unable to place one — exactly the situation regulators have moved to eliminate. Never treat it as a safety net abroad.
The Newest Phone in the Bag Can Be the One That Fails
The intuitive model — old phone bad, new phone fine — is wrong often enough to be worth unlearning. Two things do more damage than age.
The first is the regional variant. Manufacturers build one model in several versions with different radio hardware, tuned for the markets each is sold in. A handset bought on one continent can be missing bands that matter on another, and the difference is invisible from outside: same name, same box, same year, quietly different radio. The second is the handset-model lists above, generous towards phones sold locally and indifferent towards imports.
Every phone carries an exact model code in its settings. It is the only version of "which phone is this" that separates two handsets sold under the same name in different regions.

Bands Are the Other Half of the Question
Even with voice sorted, coverage has a second dimension that has nothing to do with switch-offs: which radio bands the handset can tune to. Every country allocates its spectrum in its own way, and networks lean on their low-frequency bands for the unglamorous work — reaching into buildings, and covering countryside where transmitters are far apart. A phone missing a country's low band usually looks fine in a city centre, then falls apart in a village, a basement or a lift. It is a coverage problem that only appears where coverage is hard.
This matters more after a switch-off, not less. The old networks were themselves a far-reaching low-frequency layer, so while they existed they papered over gaps. Once gone, a handset's 4G band support is the whole of its coverage.
Emergency Calls Are the Part Worth Taking Seriously
One country has been through the full public version of this. When Australia closed its 3G networks in October 2024, two groups of devices were affected: handsets that only ever worked on 3G, and — less obviously — 4G handsets that had always let 3G carry their calls, including calls to emergency services.
The regulator's response was blunt: rules taking effect alongside the shutdown mean a phone that cannot place an emergency call over 4G is not permitted on the networks at all. Sweden's regulator has raised the same concern. The lesson travels — reaching the local emergency number is not automatic, is not guaranteed by a signal indicator, and does not follow you across a border.
What a Travel eSIM Does and Does Not Change
The honest answer here is only half a reassurance, so it is worth being precise.
