Incoming calls and messages on the home line are still billed by your own operator at their roaming rate, because that part is not data. If you want them to be free, let calls come through an internet calling app instead.
On an eSIM-only phone with no SIM tray, the same arrangement works with two eSIM profiles instead — the home line is simply an eSIM as well.
